Peer Assistance and Review (PAR) Program
Participating Teachers
A Participating Teacher is a unit member who receives assistance and coaching to improve instructional skills, classroom management, knowledge of subject, and other related aspects of teaching performance. There are three (3) categories of Participating Teachers:
1. Beginning Teachers (BT). A Beginning teacher is defined as:
a) Fully credentialed 1st or 2nd year teachers
b) Intern teacher
c) Teacher with Emergency Permit, or
d) Experienced teacher who is new to the District.
Beginning teachers in a) and b) above must be served prior to assigning teachers in c) and d) to a Consulting Teacher.
The primary assistance program for credentialed beginning teachers shall be the Beginning Teacher Support and Assessment (BTSA) program.
2. Referred Participating Teachers (RPT). Permanent teachers who have received a mark of unsatisfactory in any part of Sections I or II of the District’s final
Teacher Evaluation Form shall be required to participate in the PAR program.
3. Volunteer Teachers (VPT).
Any permanent teacher may volunteer to participate in the program for the purpose of obtaining peer assistance to improve performance. The program shall accept requests at any time. Assistance is contingent upon availability of Consulting Teachers. Requests for assistance must be submitted in writing to the PAR Council at the Education Center utilizing the PAR Voluntary Request for Assistance forms. Forms are available at both the school site, District office and online. When the volunteer applies to the program he/she shall indicate on this form the goals that he/she would like to accomplish through participation in PAR. By submitting a written notification to the PAR Council the VPT may withdraw from the program at any time without requirement to give reason for said withdrawal.
A non-permanent teacher may volunteer to participate in the program; however, assistance shall not be guaranteed inasmuch as permanent teachers are the program’s first priority. Assistance shall be provided at the level deemed appropriate by the JC, and after all other methods of assistance have been considered.
The Consulting Teacher shall maintain a log of assistance that shall not include any evaluative comments. A copy of this log shall be provided to the JC and may be provided to the volunteer. This log shall not be placed in the volunteer’s personnel file or made a part of the volunteer’s evaluation.
All communications between VPT and the Consulting Teacher shall be confidential and shall not be shared without the written consent of the VPT. Information that is obtained by the Consulting Teacher while working with the Voluntary Participating Teacher cannot be utilized in the evaluation process and/or as the basis for mandatory participation in the PAR process and/or in the VPT’s personnel file.
