Out-of-state certification
The Ryan Act requires all teachers to complete programs of study which are approved by the state Commission on Teacher Credentialing. Many teachers prepared outside California meet the provisions of the interstate credentialing agreement which includes 38 states, the District of Columbia and the Overseas Dependent Schools.The California Basic Educational Skills Test (CBEST) is required for the preliminary credential; however, a one-year non-renewable credential is available through the employing district after passage of a local basic skills test. Following passage of CBEST, the applicant may apply for a preliminary credential, issued for either two or five years, with renewal requirements as outlined by the Commission. In most cases, the two-year credential is issued and then extended for an additional three years following verification of subject matter competence. This requirement may be met by passage of the appropriate Praxis Examination or completion of coursework as required by an approved California college or university.
