STUDENT SERVICES

Goal: To provide a student service delivery system to maximize positive student outcomes.

Objectives:

1. Develop and provide information and other assistance to staff, parents, and pupils;

2. Enhance school safety;

3. Provide a fair and workable system of student discipline;

4. Recognize pupil and parent constitutional and civil rights;

5. Help resolve educationally-related concerns; and

6. Contribute to the social-psychological health and academic success of pupils enrolled in the District.

Description of Services Offered

1. Absences and Excuses: support to schools concerning which absences are excused, which are unexcused, Deputy District Attorney referral, and procedures for truant students including School Attendance Review Board

2. Administrative (Expulsion) Hearings: district administrative hearing officer, due process, interface with board of education, parent contacts, notices, disputes and appeals concerning expulsion hearings

3. Admission to School/Grade Placement Issues: minimum age for compulsory school attendance, initial grade placement, and documentation of age

4. Adjudicated Minor Notices: provide notices received from Probation Department to schools with interpretation of violations plus instructions for dissemination and storage

5. After School Program: provide supervision and direction for Youth Services Specialist overseeing 10 schools providing academic and social development activities until 6:00 p.m.

6. National After School Sports Program: support to managing staff

7. Arrest and/or Interrogation of Pupils at School: procedure describing authority of government agents to interview, arrest and take custody of pupils, pupil rights and involvement of staff, parent notice, and documentation 

8. Audio and Video Recording: privacy rights, use and prohibited use of recording devices, and photo/video release

9. Board Policy and Administrative Regulation Development

10. Campus Supervisor: training and support

11. Child Abuse and Neglect Reporting: training, training material development, and support

12. Charter School Information: coordination of effort in evaluating charter school applications received by district 

13. Classroom Visitation: support for the classroom visitation policy/procedure, and form for use in schools

14. Comprehensive School Safety Plan: template for school safety plans, research on, and dissemination concerning, school safety, and compliance with law 

15. Conduct and Safety: conduct rules, detention procedures, options to suspension

16. Confidential, Private, and Sensitive Information: materials and support concerning release of records, appropriate use of district electronic and technology systems, and precautions

17. Controlled Open Enrollment: application, notices, and coordination

18. Counselors (School): coordinate district training and information exchange

19. Court Orders: assist in understanding, complying, and responding to issues raised by dissolution, custody, injunctions, and temporary restraining orders 

20. Cumulative Pupil Records: definition of cumulative record, content, maintenance, and transfer, parent access and challenge

21. Custodian of Pupil Records for the District: application of federal and state law, privacy rights, and interface with other government agencies and attorneys

22. Directory Information: definition, notice, and release

23. Disabled Pupils (Special Protections in Disciplinary Proceedings): policy and procedure for discipline of pupils with disabilities

24. Discipline Code: updating consistent with legal change, and support

25. Disruptions of District Service: procedures for directing an individual to leave the school, listing of prohibited conduct, interface with law enforcement, and appeal procedure

26. Dress Code: criteria for controlling pupil dress and appearance, dress guidelines, and prohibited gang apparel

27. Electronic Signaling Devices: prohibited items for pupils and the exception

28. Exemptions/Exclusions: procedures for exempting and excluding a student from compulsory attendance requirements

29. Foster Family (District Liaison for School Enrollment): educational liaison for foster children who are a ward or dependent child of the court to ensure and facilitate proper educational placement, enrollment in school, and transfer between schools or school districts

30. Grade Placement: general rules for grade placement when the pupil’s records are unavailable

31. Grade Reports - Withholding Grades, Diploma, and Transcripts: requirements to permit the district to withhold records from parent

33. Independent Study: applications, identifying teacher, attendance accounting, and budget including Home and Hospital Instruction

34. Interdistrict Permits: notices, applications, interface with board and other districts, tracking, and follow up

35. Kindergarten Pre-registration Procedures: enrollment age and verification, forms and materials 

36. Law Enforcement Notification: timeline for, and listing of the conduct requiring a law enforcement notice

37. Magnet Program: applications, assignments, budget, record keeping, and support

38. Metal Detectors and Search Procedures: procedures for notice concerning, and use of, metal detectors, administrative plan, and documentation

39. Motivation and Maintenance Program (S.B. 65): promote student attendance and link families with community resources

40. Nondiscrimination, Harassment, Bullying, and Threats of Pupils: procedures prohibiting discrimination, harassment, bullying and threats to include listing of groups and areas protected

41. Nonviolent Crisis Intervention: Staff training on methods to stop escalation and manage violent behavior

42. Parent Notices/Removal from Campus—Visitor/Outsiders: identification of conduct that may produce a directive to leave the campus, support to principal in notice construction

43. Parent or Guardian Written Notices - Language Other than English: criteria for when notices must be provided in both English and another language(s)

44. Parent Rights: Monitor legal developments, research, and provide direction on rights provided to parents by law including Constitutional, statutory, and case law

45. Policy and Procedures Development: research and develop board policy and administrative regulations

46. Privacy Rights of Student and Family: notices, communication, and support to ensure compliance with legal standards

47. Private Tutoring: procedure to be excused for private tutoring

48. Promotion, Acceleration, and Retention: procedures, forms, and documentation for grade promotion, acceleration, and retention

49. Registered Sex Offender: interface with law enforcement, form for distribution of notices, and limits

50. Religion in the Schools: listing of permitted and prohibited conduct in freedom of expression and the separation of church and school

51. Removal of Child from School: procedures concerning release of custody to parents and representative from governmental agencies

52. Revisions to Guide for Parents and Students: research, and updates concerning areas of responsibility

53. Rights and Responsibilities of Pupils: listing of student rights and responsibilities

54. Safe and Drug Free Schools and Communities Program: services to distribute information, provide programs, and assist others in helping to achieve safe- and drug-free schools

55. Safety, School: research and develop materials to assist schools in writing comprehensive school safety plans and to implement safety management actions

56. School Choice (No Child Left Behind Act): notices, letters, applications, and interface with other departments

57. School Intervention Team Procedures: policy and procedure for school site-level problem solving teams 

58. Search and Seizure: legal rules, procedures, and authority for search and seizure of pupils

59. Sexual Harassment of or by Pupils: definitions, reporting, investigation, and dissemination of information to prevent sexual harassment

60. Student Services Handbook: research, develop, and maintain written materials and forms to support all department services

61. Student Records: custodian, definitions and rules for classification, maintenance, transfer, access, disclosure, and challenges of a student record

62. Student Rights and Responsibilities: monitor legal developments, research, and provide direction on rights provided to students by law including Constitutional, statutory, and case law

63. Subpoena Process Servers on Campus: procedure to minimize disruption of instruction when process servers come on school campus

64. Subpoena/Child Custody Issues: support to employees questioned or subpoenaed to court for child custody issues

65. Suspension of Students: dissemination of law and procedures to investigate, classify misconduct, provide due process procedures, and address appeals of suspensions

66. Surveillance Camera in Schools (Procedures): authority for, notices, procedures, and use of record created

67. Teacher Notice of Disciplinary History: disseminate requirements to schools

68. Tobacco Use Prevention Education: programs and services designed to prevent and help stop use of tobacco and nicotine products

69. Truancy Officer: supervision and support

70. Waiver of Administrative Hearing: research, develop, and maintain waiver of rights to administrative hearing for expulsion procedures
