  • Bakersfield City School District implements a Comprehensive English Language Development Program in ALL program options for English Learners.

    • Structured English Immersion (SEI)

    Structured English Immersion (SEI) is a language acquisition program for English learners in grades TK-8th grade in which nearly all classroom instruction is provided in English, but with curriculum and a presentation designed for pupils who are learning English. (EC Section 306[c]). 

    This program provides language learning and academic instruction for native English speakers and native Spanish speakers in English and Spanish and includes structured and sequential daily English Language Development (ELD) (EC Section 306[c]).

Reclassification Resources for Families

  • Reclassification is the process that determines whether an English learner should be reclassified as Fluent English Proficient (R-FEP).  The California Department of Education reclassification relies on evidence demonstrating that the student has achieved a level of English proficiency comparable to that of average native speakers of English in the district and is achieving and sustaining a level of academic achievement with students whose native language is English.
