Application for Consultant Services
The Bakersfield City School District (BCSD) seeks qualified educational partners to provide specialized expertise. A consultant is defined as an individual with technical or professional knowledge obtained through advanced education and/or extensive work experience, enabling them to offer expert opinions in their field.
To ensure proper vetting and approval, consulting services with BCSD require a two-step process:
1️⃣ Application for Consultant Services – Schools and Departments must ensure that consultants complete this application, which includes a review of references, experience, and the proposed services for Cabinet approval.
2️⃣ Consultant Services Agreement – Schools and Departments then work with the approved consultant to complete the Consultant Services Agreement with Business Services for BCSD Board approval. Business Services Webpage

- W-9
- Requisition pre-encumbering funds
All schools and departments must work with consultants to ensure the Application for Consultant Services is completed and approved before submitting a Consultant Services Agreement to Business Services, regardless of budget source (Federal, State, PTA, Grants, Student Council, Volunteer, or other). Applications must be submitted at least three weeks before the consultant agreement deadline to allow sufficient time for review and approval.

Application Process & Required Steps
🔹 NEW CONSULTANTS
All individuals or organizations not previously approved by BCSD must follow the full two-step application and approval process:
- Application for Consultant Services
- Consultant completes Section A of the application
- Include resume and a detailed service proposal with fees
- Submit to the Principal or Department Administrator for review and completion of Section B.
- A staff analysis
- Submit hard copy to Rocio Ramos, State & Federal Programs.
- Submit all documents at least 3 weeks prior to the Board submission deadline.
- Submit all documents at least 3 weeks prior to the Board submission deadline.
- Consultant completes Section A of the application
- Consultant Services Agreement
- Once approved, the school or department must submit the following to Business Services:
- Consultant Agreement Form
- W-9
- Requisition (pre-encumbering funds)
- Approved Consultant Application (emailed to school when approved)
- Once approved, the school or department must submit the following to Business Services:
- After Consultant Services:
- After the Consultant has performed his/her services, send the consultant provided invoice and the signed hard copy of the Confirmation of Consultant Services form to the Business Services Office
- Complete Evaluation surveys
- PD Survey for all staff participating in PD
- Evaluation of Consultant Services completed by Principal or Department Administrator: Consultant Evaluation
🔸 NOTE: If the consultant elects to submit their own Contract instead of the BCSD Consultant Services Agreement, they must still complete and submit the New Consultant Application for approval prior to contract submission to Business Services for Stamp. Once the contract is stamped by Business Services, it will be submitted for inclusion on the agenda by the Executive Director’s Administrative Secretary, not Business Services.
🔹 DISTRICT APPROVED CONSULTANTS
For consultants who are on the District Approved Consultant list based on having previously provided effective services for BCSD, schools and departments must submit a District Approved Consultant Application. Please contact State & Federal Programs for a current list of approved consultants.
- District Approved Consultant Application with the following: District Approved Application form Section 1 & Section 2 signed by school or department
- A current quote or proposal clearly outlining the scope of services and fees
- A staff analysis
- Submit hard copy to Rocio Ramos, State & Federal Programs.
- Submit all documents at least 3 weeks prior to the Board submission deadline.

🔸 NOTE: If the consultant submits their own Contract, the District Approved Consultant Application is still required before any contract is submitted to Business Services. 🔹 REQUEST FOR PROPOSALS-SELECTED CONSULTANTS
BCSD RFP Information: Bids

For consultants selected through the Request for Proposals (RFP) process:

Submit the District Approved Consultant Application form Section 1 & Section 2 signed by school or department

Include a copy of the RFP or approved scope of work

Attach a current quote if not specified in the RFP
- A staff analysis
- Submit hard copy to Rocio Ramos, State & Federal Programs.
- Submit all documents at least 3 weeks prior to the Board submission deadline.
- Consultant Services Agreement
Once approved, the school or department must submit the following to Business Services:- Consultant Agreement Form

🔹 REQUEST FOR KCSOS CONSULTANT using KCSOS CONTRACT
- District Approved Consultant Application with the following:
- District Approved Application form Section 1 & Section 2 signed by school or department
- A current quote or proposal clearly outlining the scope of services and fees (staff must ensure contract costs and dates align with quote).
- A staff analysis
- Submit hard copy to Rocio Ramos, State & Federal Programs.
- Submit all documents at least 3 weeks prior to the Board submission deadline.
- KCSOS CONTRACT
- Submit contract to Business Services for stamp
- Once the contract is stamped by Business Services, submit to your school or department’s Executive Director’s Administrative Secretary along with the staff analysis to submit for Board approval.
- After Consultant Services:
- After the Consultant has performed his/her services, send the consultant provided invoice and the signed hard copy of the Confirmation of Consultant Services form to the Business Services Office
- Complete Evaluation surveys
- PD Survey for all staff participating in PD
- Evaluation of Consultant Services completed by Principal or Department Administrator: Consultant Evaluation
🔸 REMINDERS FOR ALL CONSULTANT TYPES
- Submit applications at least 3 weeks before the agreement or contract deadline
- All consultant work must be Board-approved before services begin
- Submit Evaluations within 5 days of service completion.
