Design Services
The Communications Department is excited to offer BCSD the opportunity to create custom designs, flyers, and documents. Design completion time varies from project to project. To better understand our ability to help meet your needs, please review the information below.
1 week turnaround time: posters, banners, business cards, letter templates, social media templates, forms, directories, signage, and simple promotional materials (t-shirts, notepads, pens, bags, cups, etc.)
2 week turnaround time: 1-10 page documents, slide deck templates, advertisements, flyers, brochures, event materials (invitation, tickets, programs, etc.), video graphics, and custom illustrations.
1 month turnaround time or longer: 11+ page documents, logo design, rebranding efforts
*Turnaround times are approximate. They may vary based on the current workflow.Design Request Process:
- Design requests should be submitted through email to millst@bcsd.com. Please remember to include vital information such as the date when you need the design completed, theme or elements, all content (verbiage included with the design), references (visual examples), visual elements to be included (logo, mascot, etc. if applicable), audience, distribution methods, and department or school name. Items will not be approved without all of the aforementioned details.
- Requests need to have department head, principal, or designee approval before they are submitted.
- Requests will be approved according to priority and the order they are received.
- Requests will be responded to within seven days. If approved, Beni Chen, Creative Content Supervisor (CCS) will provide a rough draft to ensure the design process is going in the correct direction. Approval of this design dictates the final design.
- A final draft concept will be presented to the requestor for final approval. Minor changes can be made at the request of the requestor.

- School-wide videos and announcements
- Ed Center department requests
Please note, requests not related to BCSD will be automatically denied. Copyrighted material cannot be incorporated into designs without expressed written approval, which schools or departments must receive prior to a design request.

Guest/Event Requests and Approval Process
The health and safety of our students and staff are of the utmost importance to the Bakersfield City School District. As such, requests regarding guest speakers and events are carefully considered before approval. Submitting a request does not guarantee approval. Please wait for approval confirmation from the Communications Department before moving forward with any event or guest plans. Questions may be directed to Jose Vargas Jr., Communications Admin. Secretary at vargasjo@bcsd.com . Thank you for your support and understanding.
Board Policy Regarding Assemblies, Special Events, and Guest Speakers
In accordance with Board Policy 400.19, assemblies and special events or speaker requests are intended to promote a positive District and/or school climate and be related to the District's education program. Be advised that the Governing Board prohibits assemblies and special events or guests that include the following activities:
- Demonstrations of hypnotism.
- Presentations by individuals with a felony conviction or any criminal conviction involving sex or children unless approved directly by the Governing Board.
- Presentations for purchases or paid services.
- Presentations that have the effect of being religiously oriented or a religious celebration.
- Presentations involving materials that have not been pre-approved for distribution.
- The use of animals is prohibited on a school campus by law or Board Policy.
Guidelines for Approval of Speakers, Entertainers, or Exhibits
In accordance with Board Policy 400.19, approval of assemblies and events which feature outside speakers, entertainers, or exhibits (hereinafter collectively referred to as "Speakers") are subject to the following guidelines:
- Speakers featured in assemblies and events must be carefully selected and represent a balanced viewpoint.
- Speakers shall agree to present material of educational relevance that is appropriate to the maturity of the audience, with no statements that are obscene, vulgar, or that incite violence.
- Speakers shall show and/or demonstrate qualifications in the subject area related to the assembly or event.
- Speakers shall possess the ability to make an interesting, informative, and meaningful presentation.
- Speakers shall convey subjects that are timely, appropriate, and extend and/or enhance the regular program of instruction.
Submitting Requests for Approval
Request forms should be submitted fourteen days in advance for review and approval with an estimated response within seven days. This form is for event and speaker approval only. Other related requests for guest attendance or event services should be handled as follows:
- If you would like the Board of Education or the Superintendent to attend your event, you must submit a request to the office of the Superintendent.
- If you wish to have BCSD Administrators attend, a separate invitation should be made to their respective offices.
- If you are requesting the services of the Communications Department, a separate request must be made by filling out the required forms on our website or by contacting Jose Vargas Jr, Communications Admin. Secretary.

Interpretation Services
The BCSD Communications Department is deeply committed to supporting the work of the District and is focused on communications through accurate translation and interpretation services. In order to achieve this, we have updated our interpretation protocols in order to best serve our families and District. Please review the information below. Thank you in advance for your understanding and support.
- Departments should first identify and utilize employees within their department with bilingual certification. Employees with “Bilingual” in their job title have received BCSD bilingual certification and have met written and verbal requirements.
If a team member with bilingual certification within the department is unavailable:
- All interpretation requests must be submitted via email to Martin Ramirez, ramirezm@bcsd.com, one month prior to the event date.
- Superintendent-level events will take precedence.
- Mr. Ramirez will inform you if your request is approved or denied. If you do not receive a response, it is your responsibility to connect with Mr. Ramirez to ensure your request was received.
- Should the Communications Department be unable to facilitate your request, you will be provided with the contact information for an outside translation agency or additional employees within the District with bilingual certification who may be able to assist.
Any request that does not follow the proper protocols above will not be approved, including requests made to individual translators. All translation assignments will be assigned by the Communications Supervisor and responded to in a timely manner with the name of the approved translator.

Social Media Services
The BCSD Communications Department is committed to supporting the work of the District and is focused on sharing important and accurate communications through social media and ParentSquare. In order to achieve this, we have updated our protocols in order to best serve our families and District. Please review the information below. Thank you in advance for your understanding and support.
Post Request Process:
- All posts require a minimum of two-day notification prior to the posting date.
- Post requests should be submitted through email to millst@bcsd.com. Please remember to include vital information such as the posting date, all content (verbiage included with the design), posting platform, and department or school name. Items will not be approved without all of the aforementioned details.
- Requests need to have department head, principal, or designee approval before they are submitted.
- Requests will be approved according to priority and the order they are received.
- Requests will be responded to within a day. If approved, the requestor will be connected with Trish Rocha, Marketing and Communications Specialist (MCS).
- The MCS will create a post and share it with the requestor for approval of content, not design.
- The MCS will ensure posting on the date requested.

Translation Services
The Communications Department is committed to making translation services as accessible as possible to the school sites and departments of our District. To help us achieve our mission, we ask you to choose the method below that suits your needs best. Thank you in advance for your understanding and support.
- Use our online translation request form. This form is available from your Internet browser on any computer connected to the district’s network. When you submit the request, we will translate your document and send the translation to you via email.
- Translation requests may also be submitted by sending an email message to ramirezm@bcsd.com. Please remember to include vital information such as the date when you need the translation completed, along with the department or school.
Guidelines:
- Documents of 1-10 pages must be submitted one week in advance of the due date.
- Documents 11 pages or more must be submitted two weeks prior to the due date.
- Requests need to have department head, principal, or designee approval before they are submitted.
- Requests not related to BCSD will be automatically returned.
- Copyrighted material will not be translated.
- Requests will be translated according to priority and the order they are received.
Priority items (in order):
- Emergency notices to parents that involve danger or health hazard information for students.
- Items from the Board of Education.
- Superintendent-level items.
- School-wide notices, announcements, or newsletters.
- Special Education IEP reports. Psychological reports and similar evaluations will not be translated.
- Instructional materials (4 pages or less).

Video Services
The Communications Department is excited to offer BCSD the opportunity to capture or create videos highlighting student achievement, as well as videos to support important work, goals, and objectives. Video completion time varies from project to project. To better understand our ability to help meet your needs, please review the information below.
Event coverage - 1-week notice
0:30-1:00 video - 1 week turnaround time
1:01-5:00 video - 2 week turnaround time
5:01 and longer - 1 month turnaround time
Event Coverage Request Process:
- Event coverage requests should be submitted through email to vargasjo@bcsd.com one week in advance. Please remember to include vital information such as filming date and time, location, and end result for the video captured.
- Requests need to have department head, principal, or designee approval before they are submitted.
- Requests will be approved according to priority and the order they are received.
- Requests will be responded to within seven days and a Communications team member will be assigned to your video if approved.
Video Creation Request Process:
- Video requests should be submitted through email to vargasjo@bcsd.com . Please remember to include vital information such as the date when you need the video completed, video theme, distribution methods, and department or school name.
- Requests need to have department head, principal, or designee approval before they are submitted.
- Requests will be approved according to priority and the order they are received.
- Requests will be responded to within seven days and a Communications team member will be assigned to your video if approved.
- A meeting will be scheduled to discuss the goals of your video.
- Communications team members will establish additional meetings to record video and capture interviews.
- The editing process is the longest process and will require the full attention of the assigned Communication team member.
- Video will be presented to the requestor prior to the due date for final approval. Minor changes can be made at the request of the requestor.
- Requests for translations of a video will require an additional three days of work once the English version is finalized.
